In a major embarrassment to China, India baffled plans of Beijing to get a resolution passed against AUKUS — a trilateral security pact between Australia, the United Kingdom, and the United States — at the General Conference of the International Atomic Energy Agency( IAEA) which was held in Vienna from September 26 30, 2022. China withdrew its draft resolution on September 30 realising that its resolution would not get maturity support, albeit it had formerly got Global Times to publish an composition about its imminent success on September 28.
According to sources, India used its “ deft tactfulness ” and played an important part in icing that numerous lower countries took a clear stage against the Chinese offer. The Indian Mission to the IAEA in Vienna worked nearly with numerous IAEA member countries and took an objective view of the action, recognising the soundness of the specialized evaluation done by the IAEA.
According to sources, China tried to get a resolution passed against the AUKUS for seeking to give Australia with nuclear- powered submarines( but armed with conventional munitions). China argued that this action was in violation of their liabilities under the NuclearNon-Proliferation Treaty( NPT). It also blamed the part of the IAEA in this regard.
There was deliberation on the matter at the IAEA’s General Conference where, according to reports, Western countries substantially expressed confidence in AUKUS mates & the IAEA while developing countries underlined the need for lesser translucency & nonproliferation assurances
On 23 August 2022, the Director General entered a request, submitted by the Permanent Mission of the People’s Republic of China, for the addition of an item entitled “ Transfer of nuclear accoutrements in the environment of AUKUS and its safeguards in all aspects under the NPT ” in the docket of the 66th( 2022) regular session of the General Conference.
Sources say that India’s part and politic manoeuvring were deeply appreciated by IAEA member countries, particularly the AUKUS mates.
The IAEA’s policy- making bodies decide on the agency’s programmes and budgets. They comprise the General Conference of all Member States and the 35- member Board of Governors. The General Conference convenes annually at the IAEA headquarters in Vienna, generally in September. The Board meets five times per time, also in Vienna.
India is a board member for 2021- 2022. The 35 board members for 2021- 2022 are Argentina, Australia, Austria, Brazil, Burundi, Canada, China, Colombia, the Czech Republic, Egypt, Finland, France, Germany, Guatemala, India, Ireland, Japan, the Republic of Korea, Libya, Malaysia, Mexico, New Zealand, Pakistan, Peru, Poland, the Russian Federation, Senegal, Slovenia, South Africa, Spain, Switzerland, the United Arab Emirates, the United Kingdom of Great Britain and Northern Ireland, the United States of America and Vietnam.
